The World Employment and Social Trends Outlook 2020 by the International Labor Organisation showed that 39% of the 9.5 billion global population of those at working age were not in the labor force. 

With serious labor underutilization, we highlight the areas where a country should focus on in terms of developing critical skillsets for its labour workforce — so that meaningful employment opportunities may be created.
